Another Cyrus, Another Scandal
Miley Cyrus' parents are on the hot seat once again!
Billy Ray and Tish Cyrus' parenting practices are being called into question once again after their daughter Noah, 9, shocked guests with a racy getup at Dream Halloween Los Angeles on Oct. 24.
“Everyone was talking about it,” a party guest tells Star. “She was way too scantily clad for a 9-year-old.”
Amy Keroes, editor-in-chief/founder of MommyTracked.com, agrees.
"This sends a bad message because I think it's too early for girls to present themselves in this sexual way," Keroes tells Star. "This costume belongs on an adult not a 9-year-old girl. It strips away the innocence of a young girl and it has me concerned how she will dress at 13 or 14."
Billy Ray and Tish have already been called out for Miley’s tendency to push the boundaries of age-appropriate. Miley topless Vanity Fair photo shoot in April 2008 created major waves. And, this past August, there was another lashing when the 16-year-old pole-danced at the Teen Choice Awards.

I would never let my 9-year-old wear such a slutty outfit. but I would honestly rather see her wearing this dress than pole-dancing like her "wonderful" (not to mention role-setting) sister.

Big F***n’ deal, so she dressed up for Halloween. Same thing goes for Miley the damn girl is 16 she’s a teen, she dresses like every other teen out there. The problem is that since she’s in the public eye everyone has something to say, get over yourselves, half of u who are talking sh** dressed the same way or worst. Or have friends or daughters who dress the same way. Its teen fashion and yall acting like its some pornography. If that’s the case we would be criticizing every freaking teen girl who steps out on the street. Back the off and stop harassing the poor girl. You’re all adults acting like hormonal, bitching jealous, envious teens. Mature and grow up.

it's a HALLOWEEN party...why is that a problem with what she is wearing?....i guess if i had a nine year old girl and she wanted to wear that..would i have this issue....???? i'm a everyday canadian....i don't think so..cause it happens everywhere!...just cause you are a star or have star parents doesn't change the fact that little girls want to dress up!

It doesn't matter if it's a Halloween costume or not, this is beyond repulsive for a 9-year-old to wear. It's revealing, and gives a bad message to all the young girls out there.

First of all, I think this outfit is fine. It isnt like Tish, went out and Literally said "Oh, hey let me buy this for my 9-year old daughter. Noah could have picked this out herself, she wants to be like her older sister. Not a great choice we all understand that Miley is probably at this point not the best role model. But on the other hand, at this age you become your own person, you decide how you want to look and feel and see yourself in the eyes of others if she wants to dress herself like this let. Dont make the girl feel like she can not be creative, or show her characteristics and style if you are just going to bash her. She is an innocent 9-year old. And Billy Ray is doing the best he can as a parent, obviously this shows that he gives the responsibilty to his children in what they wear instead of telling them, "Oh, put on this but wear a robe over it, the poparazzi will go crazy if they see you in that.
